June 1, 2003, and May 31, 2004. Network, cable, and syndicated shows
are all eligible.
2. You can nominate up to six shows or people per category. You
don't have to vote in every category or submit the full number of six
nominees in each category, but please try to nominate in as many
categories as possible.
3. Please place your votes in the space provided. Try to not make the
ballot too lengthy (in terms of lots of spacing between lines).
4. Nominations will be accepted until Sunday 11 July 2004, at 10:00
p.m. US Pacific time. The nominations will be announced shortly after
that date.
5. You must email your ballots to Robert Licuria directly at this
email address only: ratty...@hotmail.com
Please do not respond directly to this e-mail, because then your
ballot will be sent to me (Joshua Kreitzer) instead of Robert. Robert
Licuria will be compiling the nominations, and I will be counting the
votes during the final voting round.
Please be advised that if you only post your ballot in the newsgroup
without sending it by e-mail, it will not be counted (although please
feel free to also post them if you want).
6. A reminder list of eligible shows will be posted to the newsgroup
in a separate message around the same time as this ballot.
7. As in years past, with contenders that are borderline (in terms of
category classification), should a particular contender gain more
votes in one category than another, then all of their votes will count
towards that category in which that person or show gained the most
votes.
8. Please try to nominate episodes when voting in writing and
directing categories.
9. Like last year, if there are some categories that do not receive
enough votes, then the category may be merged with another similar
category or scrapped.

The bartender in Wonderfalls does his job, but doesn't light up the place.
The brother Aaron, whoever, is wonderfully weird. I've had the advantage
of seeing some of the unaired episodes where he truly comes into his own
on the weirdness scale.
Zach Galafianakas: anyone who has seen Tru Calling and didn't hate it
should be putting him on the list. Even some people who hated it might.
Of the various possible nominees from Joan (Joe Mantegna, Jason Ritter,
and Christopher Marquette are the others), Welch's Luke came on over the
course of the season as probably the major, and most interesting, male
character, even more than Mantegna's Will Girardi and much more than
Marquette's Adam Rove. The unorthodox (no pun intended related to Grace)
mating dance between Luke, Wahlstrom's Grace Polk, and Tovah's Glynis
Figliola was great fun, especially in contrast to the sturm und drang of
Joan/Adam/Iris.

In a horrific season with horrifically bad stories, Doig's Rommie was
frequently the only bright spot on Andromeda
In a couple of scenes, Finneran managed to actually steal the scene from
Dhavernas, a very impressive feat.
As for A.J. Cook's Lindsey, she could have been so much more, but she was
still got more to do than Jessica Collins, who would have been on this
list if they had just given her a little more.

Dr. Ron recurs in later episodes, and is referred to a lot, but he's still

he's also the voice of several of the talking things that don't talk,
including the Wax Lion and the Brass Monkey.

The synopsis on TvTome says that Tru's job is to prevent his death.
Anyone who's seen the episode knows that's not really so. I thought he
did a good job with a (in some ways) thankless part.

It's a truism that tv series are a writer's medium (like movies are a
director's medium). General producers/show runners are or were writers.
Therefore, it's kind of typical for the same episodes to be nominated for
both writing and directing. However, I think the two Tru nominees here
are very good examples of production (and directing has to be a key here)
triumphing over scripts that weren't necessarily that strong.

I saw the Hornblower one primarily because I had recorded it for my
brother who doesn't have cable. It wasn't bad, but doesn't make me feel
it's necessary to go out of my way to watch other Hornblower movies.
I was hoping Battlestar Galactica would be at least ok, and it turned out
to actually be pretty decent (least as far as I'm concerned).
The Even Stevens Movie ripped on 'reality' shows and on practical joke
shows. Anyone making fun of either or both is ok in my book.
Madelaine l'Engle thought that the mini (turned into a movie) of Wrinkle
was terrible. I don't think it was thtat terrible myself.

I was genuinely SHOCKED at how well done "The L Word" was... it's
unfortunate that the pilot REALLY didn't demonstrate what the show was
going to be about. The characters were all very well drawn, the sex
scenes weren't at all "gratuitous" (again, excepting the pilot
episode), and the situations were very, VERY realistic. I can't help
but wonder how many people checked out the first episode and tuned
right out.
At the other end of the lesbian spectrum, Ellen = Comeback of the
year! For that matter I never thought I'd ever call
yet-another-talk-show "fresh..." It's quite an accomplishment.

Note: all my "worsts" are because of the disappointment associated
with them.
For instance, The first season of WILAY while not extraordinary did
have its bright moments... then Season Two just really went in the
wrong direction. Totally.
Also, Scott Bakula CAN BE tolerable, good even, yet for some reason
he's just not doing well at all with the lead role on Enterprise...
which ironically was one of the most improved series of the season.
Wild Card showed potential, then JF's lack of versatility squashed it.
Why the hell didn't FOX make a 90210 Reunion MOVIE is beyond me.
And I don't suppose I need to elaborate on the disaster that was
Coupling-US.

Good grief, I'd say that your nominations were anything but lazy. An
impressive amount of effort was displayed. Makes me feel an
under-achiever, as far as watching TV is concerned (or at least taking
notes).
Season 3 aired in the U.K. Sep-Nov 2002, and in the U.S. Jan-Mar 2003,
so it was eligible last year. (I nominated Richard Coyle, "Split" and
"Remember This," but they didn't receive nominations.)
Season 4 aired in the U.K. May-Jun 2004, and in the U.S. Jun-Jul 2004.
If we go by first broadcast in the its home country, the first 4
episodes are eligible this year, and the last 2 will be eligible next
year. If we go by first broadcast in the U.S., all 6 episodes will be
eligible next year. (I hope it's the latter, as I would have wanted to
nominate "9 1/2 Minutes" for Best Writing.) Can we get an "official
ruling" on this, or add it to the list of issues to be decided for next
year?
Before offering an official ruling on this, I'd like to hear what
other Ratty voters think. Should non-U.S. shows be eligible in the
year of broadcast in the home country, the year of broadcast in the
U.S., both, or some other possibility?

My opinion = The year of broadcast in the U.S.
"The Tribe" aired virtually no original episodes on its US network this
year, which is why I didn't vote for (though 5th seasons were airing
internationally).
Anyway, the RATTY have always been a U.S. fixture, so I think we should
go by U.S. airing schedules.
I'd go by date of the episode's first official broadcast, regardless of which
country it airs from.

Specifically regarding Coupling-UK, I'd nominate Series Two, too. So
whichever one falls properly into the scheme of thing. I don't think
I'd nominate Series Four. That said...
What does the Academy do for the Emmys? Do that. That said...
I don't want to start that "America is the only country that counts"
ordeal again, but I'd be inclined to reason it out by asking first,
what country PRODUCES the MAJORITY of the television being nominating,
then use the original broadcast dates for that county.
Of course, what about U.S. shown in Europe and Australia? How far
behind are they? We're getting Coupling a month or so behind the UK...
What's happening with our series elsewhere? Like in Canada too.

The Emmys do have a rule about this, but you're not necessarily going
to like it, and I don't think we should adopt it:
**Foreign television production is ineligible unless it is the result
**of a co-production (both financially and creatively) between U.S.
**and foreign partners which precedes the start of production, and
**has a commitment to be shown on U.S. television prior to the start
**of production.

Not only would such a rule tend to shut out some quality foreign
programming, but it could be difficult for the Ratty administrators to
determine whether a show was both a financial and creative
co-production between U.S. and foreign partners and whether it had a
commitment to be shown on U.S. television prior to the start of
production.
However, for the 2003-04 Rattys, this discussion is mostly
hypothetical. No program made it into the top 5 nominees in any
category without having been broadcast in the U.S. this season.
I think any official ruling will not come until next spring, but as
long as the topic has come up I would still appreciate hearing from
anyone else now as to what we should do.
