Yes, that was why Lumic had to be stopped.
But was lumic stopped... because he wanted to be a cyberman eventually,
he wouldn't have had the same emotions the other cybermen felt when
their emotions had returned.
Wasn't he dropped into a pit of fire?

Yabbut...we didn't actually *see* him getting killed--maybe Lumic
invented some sort of protective invisible shield in his super cyber
outfit, and he just bounced on out of there, and we'll see him sometime
in the future!!
Who knows. IF not confirmed dead, everyone reappears.
So what about the Master then?
Did the Master particpate in the Time Wars?
Unknown. There's precedent for him helping the Time Lords, in The Five
Doctors, and he's worked with the Doctor before, when faced with a
greater enemy. He's also got a personal grudge against the Daleks.
Also, there were lots of renegades. If they're all dead, either the
Daleks hunted them down, or they all went home to defend Gallifrey.
Either way, they'd be involved in the Time War.
However, the Master is a survivor. He may have fought in some of the
battles, but I suspect he would have known when to run and hide. When
Gallifrey fell, he was probably far away, possibly not even in the same
universe.
Since he's not physically a Time Lord, and hasn't been since Traken,
it doesn't matter that the Doctor can't sense any other Time Lords.
The Master will return - the character has too much potential for
him not to.
