The net result would be a "whitelist" - casting agents would have a
short list of people that they're allowed to audition, because every
person who shows up costs the studio, say, five hundred dollars. The
unintended consequence is to make it a thousand times more difficult
for new talent to have a shot at a part.

My bad...I was thinking of a local interview, similar to an open
audition. I'm an engineer also (technically competent musician,
definitely not talented...) and out-of-town interviews (meaning
I'm one of the finalists) were always paid (e.g. major oil companies,
major aerospace companies...).

Actually, paying the expenses of an interviewee is pretty routine in
academics. By the time you get down to your final candidates you are
courting them. The last search I chaired before I retired from a biology
department to open a theatre we had 246 candidates submit an application,
got letters on about 120 of them, phone interviewed a dozen and brought 4

I assume you mean for actors specifically called. Otherwise, if
it's an open audition for SAG members and they get paid for it,
I'll go audition for everything that comes along, even if I don't
want the part or I know I'm totally wrong for it.

Hm...let's see...when I interview for a job I don't get paid. If
I'm currently working on a contract, I'm required to take time off
and never with pay, to interview.
