When Picard heard the name B4 for Data's brother, he remarked about
Soong's penchant for whimiscal names. But doesn't it seem wrong that
Soong would have named his android B4? This would seem to indicate
that he intended from the get-go that there would be other androids
and this was not going to be his last android or his crowning
acheivement. It really seems that B4 was fully intended to just be an
experiment from the very start.

According to Memory Alpha, the script had him as B-9 ("benign").
