YASID: Post-apocalyptic ability to materialize things

I have a dim memory of a short story or possibly (at least) two short
stories set in the same post-apocalyptic world of the nuclear variety. I
believe I read the story in the late 80s or the early 90s, but my
impression is that it was older, possibly much older.

Technology seemed to be at about 19th century levels, but some people had
the ability to create things out of thin air and their own thoughts. They
are hunted and feared, and I think this was because people feared they
were able to recreate nuclear weapons at will.

The story had, I think, a traveller arriving to a village and being
arrested due to his alleged ability. He ended up being saved by a boy in
the village. The boy had the ability, but had kept his secret very well.
I seem to recall creating bullets was an important point, somehow.
