Empires like, oh, Manticore, the galactic empire in WITCHES OF
KARRES, and apparently the Ahb empire in BANNER OF THE STARS. I know
there have to be lots of examples, right?

Ringo & Weber's "March to the Stars" series.

Was Van Vogt's Isher Earth only? I know there was action off planet.

Come to think of it, you could count the captain in the various permutations
of _The Mixed Men_, I think.

And I think Diane Duane's Romulan subseries ended with a woman as
Empress. I don't remember the details, I'm afraid.

the Hegemony of Man in Simmons' Hyperion Cantos.

My current problem with trying to think of other female heads of state
of interstellar empires: I can't think of other interstellar empires.
Been reading near-future SF and posthumanist space opera lately. Not
many empires in those.

Well, there's the Queen of the Crown and her slaverlords in
the Galaxy Rangers animated series.

And there's some indication that the Vord in the Codex Alera
series are actually a multi-planet civilization. And they are
perforce led by females. (You didn't say they had to be human...)

I don't quite see that, but Hounoured Matres (from _Heretics of _ and
_Chapterhouse: _) should.

Does TV's Blake's Seven count? The evil alternate universe of Star
Trek Enterprise seemed to be heading that way also...

No literary examples spring to mind, though.

No. The haut women control Cetagandan breeding at the uppermost
levels and thus policy is made with the ever-present thought "Will
this please or anger the haut-ladies?", but Cetaganda does have an
emperor and he isn't powerless.

It's not very clear what the political setup is in Witches of Karres.
There is reference to an Emperor, and a separate reference to the
Empress Haile (I think that's the name), who is "the best of the lot"
(or something similar).

I believe that Earth, Venus, and Mars were all under the House of Isher.

I'm not certain, but Kristine Smith's Jani Kilian series may have had
a female head of state for the humanish empire.

Some of the gas giants' moons too. They're all displayed on the Big Board.

The skolian Empire of Asaro , is ruled by the Ruby Pharaoh, and was a
matriarchy (complex history) with Matriarch s ruling the noble families,
and has equally quasi-hereditary military leaders who are females.

And for the german serie Perry Rhodan, at least two, both lovers of
Atlan : Mirona Thetin Faktor I of the Mdi, and Theta da Ariga, empress
of Arkon.
