I'd really appreciate, if possible, the exact wording on some of the

I thought we were explicitly informed, via a signing, that _anyone_ could
use the TP, if they wanted it badly enough, and teh DO let them.

I'd assume they'd need training though, which would limit it to OP users, in
general.
