Does anyone know if that's Marina Sirtis (STAR TREK: THE NEXT GENERATION,
STARGATE SG-1, CRASH, THE CLOSER) doing voicework for HALO 3?

The woman's voice is the Cortana character, who was voiced in
games 1 & 2 by Jen Taylor and sounds to be doing it again.

I think you're confused. The actress was Gates McFadden. A "McMuffin"
is an object used to drive the plot, e.g. to create a chase.
