I wonder if that's what they were meant to be refering to when Amy
says they're ten years older? Amy was supposed to be 19 in The
Eleventh Hour, if things didn't change from the early reports I read
back then, and her wedding is two years later. But, of course, Rory's
dad doesn't react to that revelation.
Of course, there's no reason Rory can't be just a *few* years older
than Amy. They were in school together, but I don't recall anything
that definitively states that they were in the same year (On the
contrary, 19 seems rather young for Rory to have finished training as
a nurse, though of course I don't know how training programs work over
there, so he might have still been in training then).
Since Amy never specifies how much earth-time has passed (just that it
was less), we could probably suppose that Rory and Amy spent ten years
with the Doctor while, say, 5 years passed in their non-Doctor lives.
If they're only counting from when the Doctor drops them off at the
end of The God Complex, we might suppose that Amy was born (19 in TEH
+ 2 years at the end of the episode + 1 calendar year between her
wedding and The Impossible Astronaut + 1 year for season 6 (Or not.
It's hard to tell) + 5 years) 28 years ago, so it wouldn't necessarily
be right-out for Rory to be 31 (in linear time), though it's a bit of
a stretch.
(And that's not even getting into the fact that Amy's actual physical
age may be indeterminate. Season 5 ends on the day after the last
scene of The Eleventh Hour, and Amy has both lived straight through
from one day to the next (and is therefore still the same age as the
number of years since she was born) and *also* went off for perhaps
as long as a year with the Doctor and is therefore a year older than
she should be. And Rory, of course, did the same but also died and
spent two thousand years as a plastic roman.)

Yes he could. He could also still go back and pick-up young Amy Pond, even
as his next regeneration. You can't think about time travel stories too
deeply because they will never ever make sense. Doctor Who works as a show
because it rarely actually focuses on the time travel aspect.
