Mac has me killfiled so he has probably never seen this information (even
though I've posted it numerous times), but I do indeed moderate three times a
day: first thing in the morning, lunchtime, and bedtime (which all vary, but
which are in eastern US time). If you post a new thread (or on a moderated
one) right after I've moderated at lunchtime, it's likely you won't see your
message post until 11-11:30ish, a good ten hours. If you post immediately
after I've gone to bed, it could be 8 or 9 hours before you'll see your
message post, depending on how fuzzy I am in the morning and how long it
takes me to get conscious.
But complaining about seven hours is hardly worth a response.

hours or so before re-sending a new thread.
And then there are the Twilight Zone posts that go walkabout for weeks and
finally pop up! <g>

The way usenet works, it is absurd to expect a post to pop up anywhere
except on your local server right away. Especially these days with so
many ISPs no longer part of the news stream.

If you're going to have somebody killfiled, Mac it's not playing fair to 'talk'
to them when they can't respond where you can see it without it being copied by
somebody else. I do have to point out that it's really not a good idea to have
the most reliable moderator killfiled. She may just be posting information you
should know--which is why I copied what I did.

Why did the Census Bureau send me a letter (1 sheet of paper, 1 envelope
and postage.) just to say that they'd be sending out the forms in a
week? Why not just send out the forms? It's not like I was waiting for
the forms and was going to check on why they hadn't arrived yet.
To warn you. Lest you suffer the consequences of pleasant or
unpleasant surprise, when the actual forms arrive. And then sue the
Census Bureau for damages - that will not do. Censusee forewarned -
Bureau forearmed.

For us, maybe. However, sending out a heads-up notice will be less
expensive (and yes, I've seen an estimate of about $52 million for the
advertising campaign, so that's not cheap), than sending out paid
workers to follow-up on all of those people who will think that the
actual census form is junk mail (and it's not, so don't get started on
that discussion).
You really do have to do a blitz campaign on things like this. Yes,
there will still be people who are blissfully (or willfully) unaware
that the census is occurring (how many people know someone who said,
"Oh, is Avatar in the theaters now?"). Even if this advance mailing
irritates those of use in the upper intellectual and perceptual
range--and that's all of us here, of course!--the greater public good is
served.

No, it's realistic treatment of idiotic citizens. They're hoping that,
by tapping the public's shoulder half a dozen times, they will be able
to reduce the number of addresses that will have to be visited in
person.
Not to mention having to deal with the fact that the Repugnicans sent
out phony census forms a few weeks ago.
Yeah, I just read about that -- astonishing! As for the current alert
campaign, people really have to understand that it is like pulling teeth to
get people -- some people -- to complete and return their census form. Some
don't do it out of distrust; some because they don't look at their mail
carefully; some just because they're contrary ("Government sucks, so screw
them, I'm not filling out my census form"). In any case, this is, as you
say, a version of tapping people on the shoulder. Those who mistrust or are
arbitrarily contrary won't fill them out anyway, but at least this way they
might catch a good percentage of those who barely glance at their mail and
might not otherwise notice it when it comes in.
