Super govt? Sonia Gandhi to lead advisory body
When the Shiv Sena-BJP alliance ruled in Mumbai, Balasaheb Thackeray
openly said that he had the remote control. The concerned citizens
in India roared in protest, and condemned the statement saying it was
against the principles of democracy, and so on.
The present remote control of the government in Delhi is actually
applauded by the same concerned citizens. Perhaps it is because the
remote control decided to hear her innner voice, and made a big
sacrifice in refusing to sit on the prime minister's seat!

The Sonia-Gandhi led National Advisory Council which set an ambitious
social sector agenda for UPA 1 is going to be back in action. The
Congress president who quit it because of the Office-of Profit
controversy has finally agreed to head the NAC again, setting the
state of what can be both an institutionalised goad as well as
oversight for UPA's flagship schemes.
The Congress brass have already begun to scout for policy wonks to
sit on the Council, and the expectation is that a full-scale NAC may
be in place by April to start scrutinizing the works for food
security legislation, besides keeping a watch on the flagship
schemes, existing as well as those which may be launched now.
"It will be Planning Commission for social sector", said a UPA
functionary familiar with the discussions on what should be the ambit
of the NAC-II.
Congress leadership has begun shortlisting names for Sonia's new team
at the proposed Council. One of Sonia's party colleagues is likely to
be on the panel.
The agenda for the revived NAC seems to be in order, with Food
Security Act, Communal Violence Bill and the proposed national law on
health and water seen as priorities.
Sonia quit the NAC after the Opposition alleged that she had violated
the `office of profit' principle, like Jaya Bachchan who lost her
Rajya Sabha seat on the ground that she had breached the rule
requiring MPs not to hold offices of profit during their tenure.
She also resigned her Lok Sabha seat to successfully seek a fresh
election from Rae Bareli.
The party leadership decided against restoring the NAC when Manmohan
Singh started his 2nd innings as it was apprehensive of the petitions
challenging the 'office of profit' law pending before the Supreme
Court.
Her nod comes after much persuasion from colleagues and legal experts
that there are no issues involved in her return to the crucial job.
FSA is the mascot of UPA-2's "aam aadmi" plank, like NREGA was in its
previous version.The Communal Violence Bill has been flagged as next
big thing on the party's policy menu. The proposed law gained
traction when the ATR on the Liberhan Commission probing Babri
demolition spoke of it.
The key laws are likely to lend strong weightage to the NAC in its
second avatar.
Resentment among civil society activists that improvisations in
MNREGA were diluting the focus of job scheme and a failure of the
government to allay those fears have raised hackles in the party. The
rising criticism over delay of 'aam aadmi' measures like FSA and
Communal Violence Bill could see NAC leadning on the government to
speed up..
It was a shrewd political strategy which led to the creation of NAC
in 2004. While the government had a professed "aam aadmi" face, it
was felt the party could appropriate the social dissent by partnering
the civil society in policy planning.
The role played by NAC in the enactment of the Right to Informatoin
Act, National Rural Employment Gurantee Scheme- a big pro-rural poor
measure-and the Forest Rights Act to give land titles to traditional
forest dwellers, helped Congress with its pro-poor branding.
In the absence of the Council, Congress leadership let the ministries
work on policy issues, with senior leaders being asked to formulate
drafts as party inputs.
But the gaps stayed, at least in perception. There were probing
questions when the otherwise historic Right to Education came under
fire from disability activists who said the law did not take care of
the handicapped.
It is also felt that the NAC maintains a continued dialogue with the
society through activists on board which, given the contrast with
government's opaque ways, helps politically.

executive director Ashok Chowgule's grandfather with a small
manufacturing business.
Today, the group is involved in industrial explosives, salt and gases,

iron-ore mining generates around three million tonnes of exports per
year, some two million tonnes to Japan and one million tonnes to

Chowgule Group is widely known for its iron-ore mining activities and
bulker fleet but it is now playing a key role in the country's rise to
prominence on the international shipbuilding scene.
Early last year, Chowgule secured contracts for six multipurpose
cargoships (Multi Purpose Cargos) from a joint venture involving
Navigia, the Dutch affiliate of Germany's Rudolf Schoning, and Hamburg
based Apollo Shipping.

All this is a huge leap from Chowgule building inland barges for the
domestic market.Its sights are now set on constructing coastal vessels
for the group's own use and eventually containerships and products
tankers.
Chowgule's international presence has been achieved by becoming an
associate member of the Groningen, Holland-based Conoship marketing
and design organization.
Conoship is assisting Chowgule develop its Loutulim and Rassaim yards
in the state of Goa and has put it in touch with equipment suppliers,
including hatch-cover and main engine manufacturers.It has also
organised the design house in Holland for the Multi Purpose Cargo
production drawings.
Also, Conoship helped educate Chowgule in how ships of this size are
produced in Holland.New computer numerical control (CNC) cutting
equipment was purchased from Australia based on broad specifications
outlined by Conoship.The 20 identical Multi Purpose Cargo's of 4,450
dwt have an aggregate price of around $120m based on an average of $6m
per unit.
Ashok Chowgule, the group's shipyard division executive director, says
the origins of the shipyard business can be traced back to the
family's iron-ore mining activities and its building and repair of
mechanized barges for hauling the ore by river to ports.
Grab and suction dredgers, deep-sea fishing trawlers, tugs, hopper
barges and coastal ships have all been produced over the years - more
than 100 so far in total.But Ashok Chowgule says that for a long time
it remained a relatively small production, partly because of India's
environmental regulations preventing the establishment of large
private-sector shipyards.When circumstances changed in the 1990s,
Chowgule started investing and within the space of 18 months built
around 23 inland barges totaling roughly 55,000 dwt.
Infrastructure improvements have in recent years included upgrading
Rassaim from repair to newbuildings, concreting areas of the yards and
currently converting workshops for fabrication usage.Also, new covered
areas are manufacturing hatch covers designed by Roden Staal, which
will also be present to supervise final construction and fitting.
Currently, the Chowgule yards employ around 45 people in
administration, accounts, commercial and technical roles, while around
500 to 600 workers are subcontracted in depending on requirements.
"We have invested in getting them trained for the requirements of a
modern yard," insisted Ashok Chowgule.He claims that as regards
steelwork, standards are already 99% of those found inEurope.The
quality of machinery installation is less clear, although still "good"
with the help of sup- pliers.
Much depends on improving management skills and giving them the "right
tools to do the job" adds Chowgule.
There are no European managers employed at the yards but overseas
consultants are used regularly.
Ashok Chowgule concedes that India has benefited from the general
overspill of work from full yards in China.One obvious advantage,
however, is labour costs being a fraction of competitors in the West.
Typical yard pay is about EUR 0.50 ($0.60) per hour, as compared with
EUR 20 in Holland.
Conoship introduced owners to Goa, where Ashok Chowgule says it did
not take long to convince them of its potential.The initial contact
with Conoship took a long time but it did not take long to persuade
them to work together. . Holland was targeted as a partner because of
its excellent track record in building smaller cargoships.
The shipyard chief hopes that within the next few months, when
Chowgule is scheduled to deliver the first Multi Purpose Cargos, it
can prove it has fast-tracked in achieving European levels of
workmanship.
Its 20-strong series of Multi Purpose Cargos is scheduled for
completion between January 2007 and December 2009.Ashok Chowgule
believes that because of investments in the yards, the last may even
be a few months early.

Yards in the global market as reliable suppliers of cargoships of up

containerships and possibly products tankers once the Multi Purpose

Ashok Chowgule is an industrialist, managing sections of the family
business, a well-known, successful, and respected business house. The
group is headquartered in Goa. The family has set up schools and a

BJP workers damage railway station in Madhya Pradesh
Bhopal, Feb 26 – The ruling Bharatiya Janata Party’s (BJP) workers
Friday tried to set a train on fire and damaged property at Jabalpur
railway station in Madhya Pradesh, alleging the city’s interests were
overlooked in the railway budget.
The violent workers were protesting extension of Jabalpur-Mumbai Garib
Rath up to Allahabad in Uttar Pradesh and Jabalpur not getting a
railway division status.
Government Railway Police (GRP) baton charged the workers to disperse
them.
Later, more than a hundred protesters, led by BJP MP from Jabalpur
Rakesh Singh, courted arrests against the move to extend Garib Rath’s
run to Allahabad.

government’s failure to contain rising prices took a violent turn.

were trying to stop the protesters from marching towards the state
assembly.
Police claimed no one was injured in the incident, but the opposition
party alleged 12 of their workers and leaders sustained injuries after

Led by senior leaders including Rajnath Singh, Murli Manohar Joshi and
Mukhtar Abbas Naqvi, BJP workers from across the state, converged at
the Jhule Lal Vatika to participate in a ‘Maha rally against
inflation, corruption’.
After the senior leaders’ address, party workers marched towards the
assembly, but were stopped by police. Agitated party workers then
started clashing with police and tried to force their way out of the
barricades put up to stop them.

MNIK opens across Madhya Pradesh amidst minor protests
Bhopal, Feb 12 – Shah Rukh Khan’s latest film ‘My Name is Khan’
released all over Madhya Pradesh except Jabalpur Friday, amidst some
protests by the Shiv Sainiks. The film drew huge crowds with all the
shows going ‘house full’.
Police had to use mild force to disperse Shiv Sena activists who
pelted stones at the Jyoti Talkies in Bhopal. A handful of Shiv Sena
activists, around 20, earlier in the day held a demonstration at the
cinema hall but their attempt to disrupt the show was unsuccessful.
Heavy police force was deployed at all the three theatres where the
movie was released in Bhopal.
Shiv Sainiks, however, returned during the evening show and pelted
stones after which police baton charged them and took a few of them in
custody.
The movie could not be screened in Jabalpur district as the theatre
owners there said there was no communication from their association in
Mumbai and hence, they were unable to begin the screening.
Elsewhere in the state including Gwalior and Ratlam the movie was
released amidst minor protests, said MP Cinema Exhibitors Association
Secretary Aziz Bhai.
Meanwhile, noted lyricist and poet Javed Akhtar said: ‘Shah Rukh’s
statement was not controversial. Shah Rukh also said ‘how can I take
the Pakistani players because there is a problem between India and
Pakistan’. But unfortunately this part of the statement is not
mentioned.’

INOX Cinemas restart advance bookings for ‘MNIK’ in Mumbai
Mumbai, Feb 10 – Multiplex chain INOX Cinemas restarted advance
bookings for ‘My Name is Khan’ here Wednesday evening after shutting
it down for much of the day due to the threat of violent protests by
Shiv Sena activists.
‘Advance booking is now on at our halls,’ an official from INOX
Cinemas told IANS.
Cinema halls in India’s film capital had stopped advance bookings for
the Shah Rukh Khan starrer following violent protests by Shiv Sena
activists Tuesday. On Wednesday, the violence was restricted to
tearing of hoardings, at least till the afternoon.
Multiplex chains like PVR and Cinemax halted their advance bookings
for the film in the morning, as did single screen theatres like Mehul
in Mulund and Shreyas in Ghatkopar, their officials said. Fun Cinemas
also halted advance bookings.
Activists of the right wing Shiv Sena continued to demonstrate against
the movie since Shah Rukh supported the inclusion of Pakistani
cricketers in the Indian Premier League (IPL).
The activists have been vandalising cinema halls and tearing up
hoardings, despite the Mumbai Police assuring security cover at the 63
cinema halls and multiplexes that are still scheduled to show the
movie here from Friday.
Set in post 9/11 US, the film also features actress Kajol.

Rajnath Singh told reporters: ‘Our’s is a democratic country, still
police today (Thursday) behaved in an autocratic manner to suppress
our peaceful demonstration… Police threw stones at our leaders and
also resorted to force against them without any reason. Even I had to
use a chair as a cover to protect myself from police.’
‘Police without reason used force against us and injured several of
our leaders. It’s disgraceful on the part of the Uttar Pradesh
government, on whose directions we were targeted today. We will
definitely raise the issue in parliament,’ he added.
Senior BJP leader Murli Manohar Joshi said that police atrocities
against the party workers reflected ‘the inhumane nature of the
government that prompted police to resort to violence against the
party workers who were carrying out peaceful demonstrations’.
‘Police repeatedly ignored the appeals of Rajnath ji and other party
leaders to not use force against us… However, not paying any heed
towards such appeals, the police continued to bash us,’ he alleged.

Meanwhile, the state BJP unit has announced plans to observe Feb 26 as
Black day to protest the police actions against party workers.
To protest the police action and the alleged autocratic functioning of
the BSP government, the BJP has called for a state-wide bandh March
2.
In Chandigarh also, led by Haryana BJP president Krishna Pal Gurjar,
party workers held a protest rally and raised slogans against the UPA
government.
The protesters turned violent when police stopped them from moving
towards the Haryana Raj Bhavan, official residence of state Governor
Jagannath Pahadia.
‘They were not listening to us and were disturbing the law and order
situation of the area. Therefore, we used mild force to control them.
We have also arrested 35 of them,’ said a police officer.
Over 200 BJP workers from various parts of Haryana gathered here
Thursday on a call given by Gurjar to protest the UPA government
failure to control rising prices of general commodities.
‘We just wanted to meet the governor and to submit our memorandum to
him. But Chandigarh police started pushing and misbehaving with us.
They have mercilessly beaten our party workers and during the melee
scores of our party workers have sustained serious injuries,’ said
Gurjar, who was also arrested by the police.
