Since it looks like Lucas has no interest in doing any more with this
story, does anybody know where the series was to have gone after Luke
defeated Sidius and the Death Star was completely destroyed?
Since Darth Vader was well on his way to becoming a runway model in
Star Wars III (before the little accident) He is transformed by the
Jedi back into a pretty, pouty model who then becomes a founding
partner in the Dolce + Gabana empire.
I guess we will never know.

The only real clue I know of was from an old issue of Starlog,
celebrating the 10th aniversery of the first film. Lucas was asked why
Luke never got a girlfriend, and his reply was "you haven't seen the
next three movies." The first few original novels from the 90's
probably can also give you ideas, as Lucasfilm gave the publisher lists
of do's and don'ts that would aim the Star Wars universe in the right
direction, without coming near the subjects to be covered in the later
films.
(as a side note, the same issue of Starlog had Lucas saying Episode 1
was all politics, which is why he jumped ahead to the action of 'A New
Hope'. Compare that to what he said later about waiting for the SFX to
catch up to what the story needed ^_^)

Always?
No.
Lucas' story keeps changing. He's _never_ been consistent about his plans
for Star Wars.

Publishers were limited from publishing stories in a certain timespan
following ROTJ.

Well, publishers could do no Star Wars books until the mid-late 90's,
when Lucas was gearing up for the release of the Special Ediitons.
There were restrictions, and suggestions on the general direction the
characters should head, but I wonder if that was ever dropped when
Lucas decided not to do the other films.
(for a laugh, everyone should read the first original Star Wars novel,
Splinter of the Mind's Eye. Leia and Luke getting romantic, fighting
Vader without him knowing they're his kids, etc...)
Lucas definitely said there were to be nine movies eventually,
but that was a good many years ago, maybe in the 80s.
