Ok, here it goes:

I believe it is some symbol of the French Revolution. It depicts a woman (with
breast(s) exposed :-) ) who carries a (French?) banner. I believe it has
something to do with "La Bastille" in Paris.

Who's the painter? What's the title? And most important: can I get a picture of
it somewhere on the Net?
