I'd like to ask which system is advised when someone wants to write an IF
in a foreign language (not english, in my case it is hungarian) in a
convenient way.

Inform 6 might be the best one ... there are several existing translations
of the library (see
http://www.inform-fiction.org/translations/complete.html), but Hungarian is
not one of them.

even if its activities are not at the highest at the moment, you can get
some helps from the users there.
No Hungarian development system or libraries for the major development
systems exist, to the best of my knowledge, but if you're interested
in writing an Inform 6 translation, I'd be glad to assist in any way I
can. I have fairly solid technical knowledge of Inform 6 and a much
shakier grasp of Hungarian grammar (Inform isn't really made for
languages as heavily declined as Hungarian, but that's actually pretty
easily worked around).
