What is the difference between Oil Pastels & Oil Paint sticks?

What is the difference between Oil Pastels & Oil Paint sticks? I've
recently investigated the process for encaustics. This is very close to
Oil Paint sticks, which include pigment, solvent and beeswax (also damar
crystals). The texture is similar to Oip Pastels. So what is in an oil
pastel that makes it different?
