French impressionist painting of English promenade?

A country hotel we were staying in had a print in the restaurant showing a
seaside promenade on a wet and windy day. It looked at first sight like a French
impressionist's work, but the large building in the background had no shutters,
and one of the figures had the profile of an English policeman, with helmet and
cape.
I am appalled to find that I can't guess at the painter - on-line searches have
revealed nothing save that it could conceivably be a Monet? - and I'm clearly
going to have to work on my art knowledge.
Meanwhile, has anything I've written rung a bell?
