Why would he go back and rescue any of them Dave? He says he's not
allowed, so if he was, surely he would have done so. (Although in Adric's
case, why would we want him too?) Obviously the reality is that we know
the 'not going back' thing is just an excuse, as the Doctor changes
timelines with all his meddling and interfering anyway, so not going back
to save someone is a bit lame. So maybe he was glad to get rid of them
really!
He changes the timeline when he thinks he can get away with it.
These may be cases like "Pyramid of Mars", where he took a
look and found that the outcome of his interference
(or non, in that case) will be even worse.
Of course, that's just in-story rationalization for what the
producers want.
