There's a place in the Magic Kingdom in the shops of the old Louisiana
streets, I can't remember what it's called. The shop is upstairs, and
carries expensive cels.
There is also a shop in Pleasure Island that has a wider variety of
cels and better prices. You can go there for free during the day.

At the Downtwon Disney Marketplace is a shop called "The Art of Disney".
They are the largest store with high-end collectibles, production cels,
limited edition cels and sericels. Also in Downtown Disney area
(Pleasure Island) is "Suspended Animation". Those two are the most
likely for production cels outside of the parks. In MGM there is a
good art store (with knowledgeable staff) at the exit from the
Animation Studio Tour. MK used to have a good shop next to Tony's,
but they have downgraded its quality lately.

Ahhh...there are "The Art of Disney" Stores in the Theme Parks at Walt Disney
World. In the Magic Kingdom, it is located next to City Hall...the old bank
building. In Epcot it is located on the second floor of the Centorium, and in
the Disney-MGM Studios, it is next to the Animation Tour (actually, the tour
exits into the shop).
