The Infinite number of monkeys factor, perhaps? - Which reminds me of
the Bob Newhart sketch in which he's a "monkey monitor" hired to check
the output of those infinite number of monkeys at their typewriters in
the experiment to see if they'll eventually write all the great books
of the Western World. Monitor Newhart checks a few rows of monkey
typewriters, but finds only garbage. Finally he stops at one monkey and
calls out something like "I think we have something here! Let's see...:
'To be... or not to be... that is the gzornenplat!'"

After I posted that I checked the monkeys theory in Wikipedia. It
mentions the Newhart sketch, (but says the monkeys type only
Shakespeare and spells gzornenplat differently). It also has something
more on topic for this newsgroup: - that in Dilbert, Dogbert tells
Dilbert that his report would take "three monkeys, ten minutes".

Heh, I got the same quote, yet a different panel. And it still works:

(ignore the last post I made, I pasted the wrong link)
My little bit of experimentation suggests that the panel is determined
by the c=?? parameter and the quote by the q=?? parameter. Which means
that while picking randum numbers will give you a random quote, you
can also hand-pick a "good" juxtaposition once you know what quote
or panel each number goes with.
