Apparently Elwood is practiced at this sort of thing; he's found
through experience that his money can get him whatever he wants. But,
obviously, that won't include getting to home plate with Luann. (And
wouldn't that be a felony, anyway? Elwood sure acts like he's over
18.)

So we know Luann will be a good girl and reject Elwood's advances and
his money. But it would be a whole lot more interesting if she had
fallen in love with Elwood and her choice was more difficult.

Come to think of it, does ANYBODY fall in love in the Luanniverse?
Luann had an infatuation with Aaron Hill that was forever held in
check by her shyness and her author's unwillingness to stray far from
the reset button. Brad and Toni seem to have a relationship of quiet
appreciation and respect with Brad and the author both wanting to keep
things from getting too serious. Bernice was dizzy for a few days for
a drug dealer, but since then seems to have stopped having any
feelings for boys, and is almost as level-headed as Delta.

In his first appearance in the strip, he was a freshman, and Luann is
apparently not a freshman anymore (a sophmore?) which would make him ~1
year younger than Luann, or even 2 years younger if he skipped a grade
somewhere along the way (not uncommon for super smart kids).

Also, the reason he has a chauffeur drive him everywhere is because,
like Luann, he's not old enough to drive yet.

ISTR she passed her driver exam this year, although there has be almost
no sign of her actually driving recently.

As argued elsewhere in this thread, he probably isn't much different
in age from Luann, regardless of how he acts. Even if he did score, it
would be, at worst, a misdemeanor:

From Wikipedia, for California (where evidence suggests the strip is
set):
"The age of consent is 18, with a misdemeanor if the minor has 3 or
fewer years of difference with the major. Penalties increase if the
minor is under 16 and the major is above 21 or if the minor is more
than 3 years younger."

Luann and Elwood could even marry in CA, with parental consent.

Wasn't there a case in California where two 17-year olds were having
unforced sex in a car, got caught, and since rape is such a serious
crime the male half of the couple was charged as an adult?

Since there is little evidence that Luann will ever be much of a
wage earner in her own right, I suppose her parents might believe
that they were doing the best they could for her by letter her
marry this guy for a few years, and hopefully get a good divorce
settlement out of it later.

Both are guilty. California Penal Code section 261.5

Both or neither. It would seem to hinge on the definition of "sexual
intercourse". There doesn't seem to be a blanket definition, but in
the section on "sexual exploitation of a child" (311.3), it's spelled
out as

Sexual intercourse, including genital-genital, oral-genital,
anal-genital, or oral-anal, whether between persons of the same or
opposite sex or between humans and animals.

On the other hand, in section 289.6, "sexual intercourse" is
contrasted with "sodomy" ("contact between the penis of one person and
the anus of another person") and "oral copulation" ("copulating the
mouth of one person with the sexual organ or anus of another person").
