Tenochtitlan, which eventually became Mexico City, was built on a
lake, courtesy of draining and landfill. The inherent instability of
a lakebed became apparent in 1985, when an 8.0 earthquake epicentered
*200* miles away still nearly leveled the city; +20 milion people
still live there.

About 40% of Holland/The Netherlands is below sea level, protected
by an expensive series of dikes, dams, and pumping systems. Land
keeps getting drained, people keep moving in.
