Avengers versus JLA. Why hasn't it happened yet?

about crossing over The Avengers and The JLA, but doing this in continuity,
which I thought was a great idea. Doing the cross overs in the actual
monthly titles of both titles. The two books come out only once a month but
there could be some one shots all through out the month, where certain
characters are paired off for some reason relating to the main event. And
the whole thing could be started and ended by special two one shot issues as
well.
My question is, if both Kurt and Mark have expressed interest in doing
this, why hasn't it happened yet??

or my preference. The two titles just cross over and the story is self
contained. I HATE all those multi cross overs with bookend things...

Because Marvel and DC are bitching over a few cents.

The Avengers battled the JLA in the UNLIMITED ACCESS miniseries.
