Is replacing polybags and boards a scam?

We just entered a new decade. Haven't replaced my bags and boards since 2002. I know they recommend every 3-4 years, but I have always thought this was a scam by the manufactorers and comic shops to get you to buy bags and boards every three years. I have thousands of comics.
