In previous issues, he was drawn perhaps not as a frail guy, but
maybe average, if anything. Certainly not muscle bound. However, I
noticed that in the latest issue, he is just bulging everywhere. It was
a bit disconcerting from a continuity perspective. Was there a change
in writers or artists, where the new guy said something like "Well, he's
strong, therefore he has to have muscles out the wazoo.", or something
like that?
I'd have said he was always that muscular, it just wasn't obvious.
Most superheroes wear skintight spandex-type uniforms, so their muscles
are clearly defined. Mon-El wore a tunic that looked to me like it was
made of fairly thick fabric. You can't really see how he's built under
it.
During his captivity and escape he's either shirtless or wearing
skintight underwear, so it becomes more obvious he's built like Superman.
(The same thing happened to Lar in the previous continuity, when he
started wearing the same skintight outfit as the rest of the Legion.)

I have to express my ignorance - I have no idea who Curt Swan is.
However, I'm assuming by "we see today", that Curt Swan must have been
an artist in the past.
The difference that I see is that I'm comparing just a few months ago
to now - & same continuing story.

Curt Swan was kind of the definitive Superman artist in the Silver
Age...so much so that other artists were told to ape his style when it
comes to the character...much as artists at Marvel used to be told to
draw like Jack Kirby.
It could be argued that all heroes with super-strength should not be
drawn with massive muscles. You build muscle by working them -- lifting
weights, moving furniture, using Nautilus machines. How is a person
with super strength going to get his muscles to actually work hard? He
can hardly push planets around once a week at the gym. (I remember a
moment in a Superman title when Clark Kent, who is keeping hand weights
around his apartment for secret-identity cover, admits that a weight is
so light he can hardly feel it.)
Logically, Mon-El should be built like Pee Wee Herman, and
Superman/Clark like the star in NAPOLEON DYNAMITE.
