The original poster is asking for someone to design a character for him, it
is not unreasonable to ask if you will be compensated for the time you spent
researching and design it.
That was Kenneth's typo not the Original Poster's! The Original Poster
seems to be looking for something like the orignal He-Man but using a
spear not a sword, and running about America not Eternia. It sounds
like fun!
