HELP from NYC!!

I have long been considering getting inked but live in NYC where it
is "against the rules." I know that I can go out of town, but I
don't have a car so it would be a lot of trouble to shop around.
What I am looking for here is two things:

1) the names/locations of some of the well-known artists who are
practicing in the city anyway (I hear of Mike & Mehai Bakaty or
Jonathan Shaw - but local tattoo artists aren't exactly listed in the
yellow pages)

2) Some of the well known "top rank/can't miss" artists in the NYC
area. (I hear many good things about Shotsie Gorman in Wayne NJ, for
example) If one of these guys is sold to me as "the man" enough
times, it would be worth the risk of making the trip... after all, I
can always go home without any ink if I'm not suitabley impressed.

I'm interested in getting a small/medium dragon done to look like
traditional asian watercolor/ink... so I'm looking for someone who
will be able to view examples and then create a custom design for me
based on the style - also someone good with colors and detail/subtle
shading.

I would also love a copy of the FAQ (really just the artist list) if
someone could send it to me... when I try to read the artist list,
it ends somewhere in the middle of california. In fact, just the
sections with New York, New Jersey, and Connecticut artists would be
ideal.
