Let me see if I have this right. They throw people IN jail for *using*
needles (to shoot up their drugs), and then they ~*GIVE*~ them (clean)
needles to *continue using* or performing the illegal act that got them
imprisoned in the first place. Ooookaaaay. Sounds like rehabilitation
to me. Perhaps they should just cut out the prison part entirely and
just distribute clean needles to junkies.

Actually, they're only /considering/ giving the prisoners clean
needles. Whatever.
