Hi Andrew - will you check to see whether or not the form is saving to a database? The multiple submission controls at this point only work for database backed forms where users are logged in. We save the submitter's username to the form data, and rely on that to figure out whether or not the user has submitted.

When creating and editing a form, under "Advanced Options", setting "Allow Multiple Submissions per User?" to "no" fails to disallow multiple submissions from the same user.

 

Originally the setting was changed after the form had collected a few submissions. This suggested that creating a form from scratch with the proper setting (disallow multiple submissions) might make the difference, but multiple submissions were possible.

 

As another possible related test, a new form disallowing multiple submissions was created along with access restricted by group (of a single user). Other users were not allowed access as expected. However, the single user who did have access could make multiple submissions.

 

Perhaps there is some additional setting that is needed for multiple submissions to be disallowed?

Also note that it only works if you require authentication to submit to the form, as anonymous submissions can't be limited in that way.

Also, "Are Submissions Editable by the Submitter?" needs to be set to "yes".
