I am trying to implement an information gathering application using rapidsms, what is the first step i need to take.

Read the docs

A great suggestion, but the docs are on the wiki now.

This is a good starting point if you are doing simple gathering of reports:

Can whoever owns the DNS for rapidsms.org maybe have docs.rapidsms.org
do a URL redirect to the wiki now?

github pages can be pointed to using CNAMES.

I think your question is too general. Which kind of app are you planning on developing? What kind of data are you gathering? structured or unstructured
