Yes, I did this during PBP -- Four levers, two brakes, for one wheel. A
number of the long distance fixed gear riders use a front wheel with a
rim brake as well as a drum/disc brake. Unless you build up the wheel on
a rim without a braking surface (disk specific rims) then there is
nothing wrong with using both types of brakes one wheel.

Shimano also makes some dynamo hubs with rotor mounts.

The short answer is yes. I have thousands of miles on a SON disc wheel
with no issues at all. Jake posted about a rim/disc combination on the
same wheel, but I've never lacked for brakes. In the rain, they're
much preferable to any rim brake I've ever used, which is most of
them. I also have a Shimano DH-71 hub with the centerlock option. Not
as many miles on it, but the disc works perfectly.
I prefer the Shimano Br-R505 calipers to the Avid BB7's for two
reasons.
First, most (almost all) of the BB7's I've played with have Screamed.
The 505's chirp rarely.
Second, the return spring on the BB7 is too light for full-housing
all weather use. And yes I know about the tension
adjuster, the Shimano spring is heavier.
Third (oops), I know people who have worn out the BB7 Calipers in a
year. Worn to the point of sloppy-loose and
nonfunctional. Commuting.

I don't have much experience with the Powertap Disc. IIRC they use
their own dedicated rotor, which doesn't excite me.
