PBP 2011 early registration

I'm a little confused about this PBP early registration and country
quota busines:

From reading the letter from the ACP at the RUSA site:

I surmise the following:

1. The more ACP brevet kilometers a rider does in 2010, the better
for that country's quota, should ACP cut off PBP registrations for
2011, which it sounds like they will.

2. But in terms of individual riders, the benefits from a better
country quota will only be indirect, i.e, more overall spots available
for would-be entrants.

3. To get the earliest registration possible for PBP 2011, an
individual must complete an ACP 400k in 2010. You also get some, but
less, priority benefit for completing a 300k ACP brevet in 2010 and
less still for completing an ACP 200k brevet in 2010.

4. So, to help your country get more spots for PBP, ride ACP events
early and often next year. But if you only complete a single ACP
event in 2010, make it a 400k.

Am I correct?

Ha, ha, no rest for the weary! A couple of things: (1) the ACP has
also suggested that riding a 600k or a 1000k in 2010 would give you an
even better "pre-registration" position, but (2) as Lois says in her
good response to another strand of this thread, we are far from a
definitive word from the ACP at this point, both as to the provisions
and how they'll be implemented in detail. Stay tuned ...
