Where is a good place to affix a GPS device on an open cockpit recumbent
like this<http://metabikes.us/media/rokgallery/1/17bbdbf3-2439-4c3d-e94c-374138...>?
It seems like if I put it anywhere on the stem or handlebar, there'd be the
potential for my legs to hit it and dislodge it.

I've got a Meta with a similar bar arrangement. I replaced the stem cap
with one of these for my computer:

I'm quite confident it would support most GPS units just fine.

I mounted my iPhone on the 'steering tube' (stem) itself.

i cut a 4 inch or so piece of 1 inch plastic conduit, filed out a half
circle in the middle on the piece, lap joint to the stem at right angles,
drilled four holes, laced a ziptie on the upper and lower portions and
tightened around the stem.  cheap as most materials were from scrap.  i
mount a computer on one side of the stem and a light on the other.

Depends on the mount.  The "bike mount" for an Dakota 20 fits perfectly on
the riser.   I also had an eTrex mounted on my handlebar close to the stem
and had no knee problems.

A goods should work on the stem if the gps is not too wide. I have an
Oregon 450 mounted the stem of my Bacchetta Ti Aero. Sometimes my legs bump
it but it's no big deal.
I think problems you might encounter are the viewing angle of the screen
and glare. My Aero's stem is curved in just the right place so I have been
able find a good angle for the gps by sliding it slightly up and down on
the curved region. For the stem in the picture you linked you might need an
adjustable bracket.

Ps. The mount for an Oregon is quite robust. I think dakotas use the same
mount. Other things will pop off your bike before one of those  gpss is
dislodged.
