Official Language staff of Railways to get grade pay of Rs.4200

Finance Ministry has approved the revised pay structure of Official Language Staff (Rajbhasha Sahayaks).
Rajbasha Sahayaks are now at par with Jr.Translator of CSOLS:
It is also agreed by Finance Ministry to upgrade the Grade pay of Rajbhasha Sahayks Gr.II from Rs.2800 in PB-1 to that of Grade Pay of Rs.4200 in PB-2 and its merger with Rajbhahasha Sahayaks Gr.1.
Rajbhasha staff of Zonal Railways are to be treated at par with their counterpart in CSOLS.
The following conditions have been imposed by Finance Ministry to to keep Rajbhasha staff of Railways at part with Hindi Translators in CSOLS
i). The future recruitment in the grade of Rajbhasha Sahayak would be made through 100% by direct recruitment.
ii). The educational qualification of the entry Grade (Rajbhasha Sahayak) may be kept as Master’s Degree at par with Jr. Hindi Translator of CSOLS.
iii). The necessary amendments may be made in the RRs and all future recruitment would be done based on such amended RRs.
iv). The grade of Rajbhasha Sahayak Gr.II would be phased out by placing the existing incumbents who possess the prescribed educational qualification in the higher grade and for those who do not possess the requisite qualification be placed in the higher grade only on completion of 6 years of regular service in the lower grade.
v). The benefit may be extended on prospective basis.
It may be recalled that AIRF and NFIR had indicated in their website about this order in their website last week. It was informed by these associations that Rajbhasha Sayaks are to get grade pay of Rs.4200 with effect from 01.01.2006.

However, it could be noticed from the Finance Ministry Office Memorandum 36(1)/E.III(B)/2011 dated 01.08.2012, benefits of this revised pay structure to Official Language Staff Indian Railways are to be extended on prospective basis.

Subject : Allotment of revised pay structure for Official Language staff of Indian Railways.
The undersigned is directed to refer to Ministry of Railways, Railway Board’s OM No.PC VI/2008/l/5/2 dated 26.04.2012 on the subject mentioned above.
2. The matter has been examined. It has been agreed to upgrade the Grade Pay of Rajbhasha Sahayak Gr.II from Rs.2800 in PB-1 to that of Grade pay of Rs.4200 in PB-2 and its merger with Rajbhasha Sahayak Gr.I and bringing the Rajbhasha Staff of Zonal Railways at par with their counterpart in CSOLS subject to the following conditions;
i). The future recruitment in the grade of Rajbhasha Sahayak would be made through 100% by direct recruitment.
ii). The educational qualification of the entry Grade (Rajbhasha Sahayak) may be kept as Master’s Degree at par with Jr. Hindi Translator of CSOLS.

iv). Dear Sir,
Namaskarji. I have some doubts about the pay fixation of Translators serving in A&N Islands.
That Sir, the sixth Pay Commission vide its report under the Central Secretariat Official Language Service at Page No.470 recommended the revised pay scales as follows –
Central Secretariat Official Language Service (CSOLS)
7.19.68 Central Secretariat Official Language Service (CSOLS) was established in 1981 as a service in the Secretariat of Department of Official Language. The Fifth CPC had recommended higher pay scales for certain posts in CHTI and CTB. These scales subsequently were extended to analogous posts in CSOLS also and the posts of Junior Hindi Translator, Senior Hindi Translator and Assistant Director (Official Languages) were placed in the higher pay scales of Rs.5500-9000; Rs.6500-10500 and Rs.7500- 12000 respectively. In the revised scheme of running pay bands, scales of Rs.5000-8000, Rs.5500-9000 and Rs.6500-10500 are being merged. This will place posts of Junior and Senior Hindi Translators in an identical scale even though these are feeder and promotion posts. Further, the scale of Rs.8000-13500 does not exist in their hierarchy at present. The following structure is, therefore, recommended for CSOLS:- (in Rs.) A demand seeking identical pay scales has been made by similarly designated posts existing outside the CSOLS cadre in various subordinate offices. This demand will be automatically addressed once parity is given between field and secretariat offices. No separate recommendation is, therefore, necessary on this account.
The above proposal approved by the Govt. of India with modification in Grade Pay of Dy. Director(OL), Jt. Director(OL) and Director(OL) vide Office Memorandum No. F.No.1/1/2008-IC dated 24th November 2008 and subsequent corrigendum dated 27th November 2008 (Sub : Revised pay scales for Official Language posts in various subordinate offices of the Central Government) of Implementation Cell, Department of Expenditure, Ministry of Finance. Jr Translators were awarded the pre-revised scale of 6500-10500.
Further I would like to invite your kind attention towards the Office Memorandum Mo. F.No.1/1/2008-IC dated 13th November 2009 (Sub : Grant of the revised pay structure of grade pay of Rs. 4600 in the pay band PB-2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 and which were granted normal replacement pay structure of grade pay of Rs. 4200 in the pay band PB-2) of Implementation Cell, Department of Expenditure, Ministry of Finance.
As per my view in the wake of recommendation made by the Pay Commission and approved by the Govt. of India, the Pay Scale of Jr. Translator has to revise in the pre-revised scale of Rs. 6500-10500 w.e.f. 01.01.2006. Accordingly the pay has to be fixed as per the fitment table S-12 w.e.f. 01.01.2006. Further as per the Office Memorandum No. F.No.1/1/2008-IC dated 13th November 2009 (Sub: Grant of the revised pay structure of grade pay of Rs. 4600 in the pay band PB-2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 and which were granted normal replacement pay structure of grade pay of Rs. 4200 in the pay band PB-2) of Implementation Cell, Department of Expenditure, Ministry of Finance, the Grade pay of Rs.4600/- has to be provided.
Now please suggest me –
- In which fitment table (O.M.F.No.1/1/2008-IC dated 30th August 2008) the pay of Hindi translator in the pre-revised scale of 5000-150-8000 has to be fixed. (The designation of Hindi Translator is identical to the designation of Jr. Translator of CSOL).
- Whether the benefit of grant of the pre-revised pay structure of grade pay of Rs.4600 in the pay band PB-2 to posts that existed in the pre-revised scale of Rs.6500-10500 as on 1.1.2006 and which were granted the normal replacement pay structure of grade pay of Rs.4200 in the pay band PB-2 is admissible for the post of Hindi Translators of A&N Administration.
