Well, the saying goes that "edge is more stable than stable, so use
edge". ;)

No, there are no such plans, yet. We've been busy enough with what's
there so far.

As the api's are quite a bit different, I'd suggest to just start your
new project on Rails edge instead of 2.1
Shouldn't be too long until 2.2 will be released anyway.
