Por acaso saber me indicar algum gem/algo parecido pra leitura de
XLS[97-2003] em Ruby?

Se JRuby puder ser usado, tem o Apache POI.

Apache POI é uma boa, e a versão 3.5 acabou de ser lançado, com suporte para
o novo padrão de docs da Microsoft OOXML. O porém da biblioteca é que ela
está redonda somente pra Excel. Mais info

dando uma busca rápida por xls no github apareceu esse projeto aqui,
que tem um parser simples:

ele usa o fastercsv para o csv
