Caching in Dev Mode

A while ago I fixed issue #229
(https://github.com/radiant/radiant/pull/229); adding an option to the
settings to enable or disable caching in dev mode.
I then reverted the issue a little while later because 1.0 was about
to come out and we'd hit feature-freeze (I then stuck it in this
branch even later:

Do people still think this is a good idea, and if so, where should it
be merged? Is this something that should be in the `version1` branch,
master, or 2.0?
