Allow user to add taxonomy terms, but prevent duplications

I am trying to figure out how to use "Autocomplete term" to allow users to add new content, but use validation to prevent duplicate vocabulary terms to be created.  

Basically each "plugin" content type should have a different plugin_api_name which I have setup as a taxonomy term.

This plugin_api_name will be used as a select list on a different content type, that is why I am trying to use taxonomy terms.

Simply use the same vocabulary for every TaxonomyTerms field.
QuickApps doesnt allow duplicated terms on the same vocabulary, so you dont need to worry about it.
