add menu

I am having trouble adding another menu.

After add menu and links through Menus administration page how can I do to display?

I try menage it with Blocks administration page but do not understand how.

Do I must create new block? 

How can I associate it in the block?

Can I create a region too?

After a new menu is created a new block is created with it,

so if you want to place your new menu in certain theme region you must actually place the corresponding block to that region.

(you will find your menu's block on Structure->Blocks, under the "Unassigned or Disabled" panel)

Regions are a theme characteristic, so you simply can not create new regions on the fly via backoffice, but you can modify your theme structure in order to remove/rename/add regions to it.

Why I don't appear among the blocks.

I tried to delete cache in tmp folder too, but nothing changes.
