Here is another OSS project that has a peripheral API for many popular microcontroller platforms.

I'm adding it to my short list of code we could use for p14p peripheral HAL.

To what extend are you thinking about? Drivers or something else? For example, i think makes sense to have a pySerial API for serial ports, for example...

TinyOS (written in a variant of C) is another system of encapsulating
platforms and peripherals in a standard way.
