That's correct. Nobody seems to have been sufficiently agitated by the
issue to volunteer to fix it.

I think you misunderstand the issue. xlwt/pyExcelerator works as
advertised -- a bitmap image is inserted in the file. Excel can
display this. OOo Calc and Gnumeric can't/won't.

I haven't. There's a reasonable presumption that neither OOo nor
Gnumeric would be interested in supporting an antique format. MS
aren't so wild about it either; IIRC, if you open a file with a bitmap
image in Excel and save it, the image is rewritten in the new format.
