Is it possible to persist the executed state of an engine, or
otherwise save the deduced facts, so that they don't have to be
recalculated on each activation of a rule base?

Nothing built in.  You can pickle "plans".  You may be able to pickle the
engine object (which contains all the knowledge bases), but I've tried
that.  Let me know what happens if you give it a try!
