import `warnings` if sys.warnoptions is set?

Hi,

while working on issue #505, I discovered another issue:

In `pythonrun.c` the `warnings` module is imported, if sys.warnoptions
is non-empty.

If somebody adds `[('-Wignore','','OPTION')],` to the EXE section of the
spec file, this will set sys.warnoptions. In this case we should
implement a runtime-hook or handle this case in `_pyi_bootstrap.py` (ex
`mountzlib`).

What do you think? See #506.
