using 6,4,3,1 produce 24.
conditions:
1)use all the digits(6,4,3,1)only once.
2)use only +,-,/,* without repetition(may not use all).
3)you cannot combine digits( e.g. 6 & 4 don't make 64).

from the rules you gave it is not clear if the solution below is
