pure-rational license: GPL 2 or 3?

I'm confused about the pure-rational license. The COPYING file, and the documentation on the web site...

...say it's under the GPL version 3 or later, but the actual source files have a header saying it's under the GPL version 2 or later.

I think that it should be GPLv2+, since that's what the original Q
sources were distributed under.
