ANN: pure 0.17, pure-ffi 0.3

Pure 0.17 is mainly a bugfix release, please see the ChangeLog for
details. Pure-ffi has been updated accordingly, and is now also included
in the Windows msi package.

pure 0.17 and pure-ffi 0.3 are in MacPorts now.
