How to take away install privilege from users other than puppet?

Hi Guys,

I am trying to configure to my client machine, I want prevent user
don't do installation, All installation done through puppet only, How
to do it, Guide me...

That's not really a puppet question. Typically installation of software in normal (posix compliant) locations requires root privileges. Merely limiting the commands one is capable of executing via sudo would likely be enough.

Supposing that users have sudo in the first place, though that's not uncommon.

Note also, however, that that only applies to installing software in system locations.  If users can write to their own home directories then it's pretty darn hard to prevent them from installing software there.
