Clearly, high hopes of a deal that might save the world's forests and reduce the 15-20 percent of global greenhouse gas emissions from deforestation and degradation will have to wait. The EPA's annual enforcement stats are usually a big yawn. But this year, the agency debuted a Google map mashup of its enforcement actions. Could this be the start of a new era of digital transparency where the agency offers the public a closer accounting of the polluters in their own backyards?
