AppSpot hub sending content using "text/xml" Content-Type in violation of spec

I have seen that many publish notifications from the AppSpot hub have been sending using the Content-Type of "text/xml" which is a violation of the specification.

We abide by the spec and reject any content not using the correct Content-Types, which is resulting in updates being "lost" and some user complaints generated.

On one webserver alone, I recorded 16000 attempted updates (to 5700 separate endpoints) using "text/xml".
