The Occupational Safety and Health Administration (OSHA) has established certain procedures to be followed in the event of hazards in healthcare organizations. In order to inform and educate all the health care employees about these procedures, a hazard communication training program has been developed. The training focuses on the various policies related to hazard prevention and information about types of chemicals used in a healthcare facility and how to adequately clean, dispose and report their use.
Healthcare employees have a right to know about the potential hazards of the chemicals they may be exposed to and how to protect themselves in cases of emergency. This will enable institutions to prevent or reduce the risk of occupational injury.
Goals of Hazard Communication Training
� To help employees avoid the hazards involved in working with hazardous substances.
� To inform and educate employees about the potential and real hazards of those substances in their work place.
� To reduce the occurrence and cost involved in injury and illness as a result of hazardous substances.
� To encourage employer and employees� �right to know�.
� To educate the employees about safety and protective measures.
Procedures to follow as part of hazard communication training
� All healthcare employers must create and maintain a written hazard communication manual for those employees who are regularly exposed to potentially hazardous drugs, chemicals, and body fluids.
� All hazardous substances must be labeled and employees must be informed about them and trained to handle the substances appropriately.
� In case of minor chemical spills including chemicals used to clean medical instruments, the area must be vacated immediately. When clean up takes place entry into the area must be restricted and the responsible officer informed.
� If the spill involves blood and other body fluids the cleaning staff must wear eye gear, gloves, and other appropriate protective equipment. All body fluids should be disposed in a red biohazard waste bag. Once the area is cleaned, a strong disinfectant must be used to soak the surface and wiped dry. After cleaning, workers must wash their hands thoroughly and a draft must be drawn about the procedures followed during clean up. This must be sent to the OSHA compliance manager in the organization.
� Once OSHA is aware that all employees are informed about the procedures and policies involved in a hazardous waste problem, they recommend that a work plan be formulated. This should include a list of objectives, tasks, and resources needed to deal with workplace hazards. Written communication policies must be created for clean up procedures, work task definition, and methods to perform these tasks.
It is essential that in the event of a hazardous situation, information must be sent in writing to the related OSHA division and also posted in all significant areas of the hospital. Thus, hazard communication training is essential for healthcare employees for many reasons. It is the responsibility of the employers to see that their employees are well-trained.
