The publisher has deactivated subscriptions by email

Recently, my feedburner subscription by email option is giving subscribers the following error message: The publisher has deactivated subscriptions by email.
 
I read thru the service logs and have deactivated and reactivated the service and it is still returning the above error message each time a new user tries to subscribe.
 
Any ideas?
